Colorado newspapers must make notices legally required under the state's legal-newspaper rules available online for free. They can post the full text or link to it, including on the statewide public notice website. Readers cannot be required to pay or subscribe to view these notices in print or online. The law starts at 12:01 a.m. the day after the 90-day period following the 2026 regular session's final adjournment. That means August 12, 2026, if lawmakers adjourn May 13, 2026. A referendum petition filed within that period delays the challenged law or part until voters approve it in November 2026. If approved, it starts when the governor officially declares the vote.
