Bill Overview

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

Colorado coordinates plant purchases and training

Beginning August 12, 2026, covered agencies must coordinate native-plant purchases when practicable to improve supply, access, and purchasing costs. They must work with the state seed warehouse, state nursery, and regional nurseries. Once its spring inventory is established, the state nursery must share it with agencies each year. Agencies may partner with private groups to collect seeds on state land. Subject to available funding, agencies must train staff they select on native plants, pollinator host plants, conservation, and planting practices; federal resources and expert private partners are allowed.

Colorado protects pollinators on public land

Beginning August 12, 2026, covered Colorado agencies must establish and mark pollinator habitat zones on roadways and public lands where appropriate. Grass in these zones cannot be mowed unless needed for public safety. Agencies must also add native seeds to existing plantings and transplant native plants, including to restore habitat. Beginning January 1, 2028, agencies must adopt mowing and grazing practices from a 2022 pollinator study when practicable.

Native plant goals for Colorado projects

Beginning August 12, 2026, four Colorado agencies are encouraged to choose native plants matched to local ecological regions. These are the State Forest Service and departments of Natural Resources, Personnel, and Transportation; the Board of Land Commissioners is excluded. Covered projects include planting on state-owned land managed entirely by state agencies, excluding projects funded partly or fully by state grants or loans. Plants must be available, affordable, and suitable; agencies must set five-year and ten-year goals and, when practicable, use varied plants with overlapping blooms. Planning must balance habitat benefits with wildfire prevention, species protection, weed control, public safety, farming, and fairness, while considering site conditions.

Pollinator-friendly landscaping for Colorado state properties

Beginning August 12, 2026, Colorado's Office of the State Architect must promote landscaping that supports pollinators. This covers the State Capitol Complex, other state buildings, and leased properties where applicable. The office must maximize native and pollinator-friendly plants in landscape plans and update state design guidelines. When practicable, it must ensure state-funded projects use pesticide-free management and state plant-purchase contracts require plants without synthetic pesticides. These rules govern state projects and purchases, not household pesticide use.
