New grants help police fight retail theft

Beginning August 12, 2026, Colorado creates a Retail Theft Prevention Grant Program within its Division of Criminal Justice. An advisory board in the Attorney General’s office helps oversee the program. State, local, and tribal police, district attorney offices, and regional or multi-agency task forces can apply. Applicants must follow Division rules developed with the Colorado Retail Theft Task Force and meet advisory board deadlines. Grants fund investigations, prosecutions, data tools, training, technical help, and prevention targeting organized felony retail theft or gift card fraud. Felony-level retail theft involves goods worth at least $2,000; the program’s authorization ends November 1, 2029.

Shared funding and longer crime prevention grants

Beginning August 12, 2026, Colorado makes an existing $10.3 million General Fund appropriation from fiscal year 2022-23 available to two programs. These are the Crime Prevention Through Safer Streets and Retail Theft Prevention grant programs, not direct household payments. Unspent money remains available until used, except $200,000 left unspent and uncommitted at fiscal year 2026-27’s end. That amount returns to the General Fund on July 1, 2027. The law also extends Safer Streets’ authorization from July 1, 2027, to November 1, 2029.
