Stronger water protections for mobile home residents

Beginning August 12, 2026, Colorado’s water division can require mobile home park water problems to be fully fixed, regardless of water source. This includes problems likely to harm residents’ basic needs, household finances, or everyday uses like drinking, bathing, and laundry. The division can review and change sampling plans. Owners must provide required water-test notices; the division can order owners to certify that residents received them. Owners cannot charge residents for required water fixes, except residents who also own the park.

Park owners face fines and tighter appeals

Beginning August 12, 2026, Colorado’s water division can order park owners to stop violations, even those unrelated to water quality. Owners face fines up to $10,000 per violation for ignoring these orders, failing to create or follow a water-fix plan, or failing to respond about that plan. Added fines can reach $5,000 for each 30-day period of continued violation, including the first 30 days. Water-fix orders can take effect immediately; owners can request a hearing only for plan orders, within 20 days after mailing. These civil penalties are final agency decisions: owners cannot contest them through an administrative hearing but can seek court review.
