Funding and rate caps for state legal work
The law funds the Colorado Department of Law for the budget year starting July 1, 2025. It provides $39.7 million for Administration and $68.1 million for Legal Services to State Agencies. Attorneys may not bill more than $145.70 an hour, and legal assistants not more than $97.68; the blended rate is $138.47. Money comes from the General Fund, cash funds (including the Marijuana Tax Cash Fund and the P.O.S.T. Board Cash Fund), reappropriated funds, federal funds, and indirect cost recoveries. Some custodial money is not subject to the annual budget or state spending limits.
