New deadlines for battery assessment

The law gives more time to finish the state’s battery end‑of‑life assessment. The Department must submit the completed assessment to the General Assembly by March 1, 2029, instead of March 1, 2028. A battery stewardship organization still must complete the assessment. The act takes effect at 12:01 a.m. the day after the 90‑day period after the General Assembly adjourns. If lawmakers adjourn on May 13, 2026, that 90‑day period ends August 12, 2026. If a referendum petition is filed in that period, the act does not start unless voters approve it in November 2026. If approved, it starts on the date the Governor officially declares the vote.
