The law lets Colorado’s Health Disparities and Community Grant Program fund groups supporting the human-animal bond as a health factor. This means the mutually helpful relationship between a person and a pet in that person’s care and custody. Grants require extra funding from the state legislature specifically for this purpose; the law guarantees no amount. The law takes effect at 12:01 a.m. the day after 90 days following the legislature’s final adjournment. That date is August 12, 2026, if final adjournment occurs May 13, 2026. A referendum petition filed against all or part of the law within that period delays the challenged provisions. They take effect only after voter approval at the November 2026 general election, when the governor officially declares the vote.
