Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Cash and transportation after prison release

Beginning January 1, 2027, people released from Colorado correctional facilities receive a one-time $100 release allowance, including those released on parole. The Department of Corrections cannot deduct restitution, fees, clothing, transportation, or other costs tied to incarceration or release. The state also pays for transportation from the facility to the person's home or another place in Colorado.

State IDs at release, fees deferred

Beginning January 1, 2027, eligible people in Colorado corrections custody who lack a valid state ID enter the ID program unless they opt out. The department must ask about opting out 180 days before release and start getting documents when someone opts back in. With state health department help, corrections must ensure eligible participants have a state ID upon release. Corrections cannot charge people while securing their documents. Document fees it pays upfront can be charged only after release and added to restitution, fees, or other legal debts.
