New group to improve jury selection

The law creates a Jury Selection Working Group in the Judicial Department. Members include the State Public Defender and Attorney General (or designees), judges, lawyers, and jury commissioners. Appointers must try to reflect Colorado’s geographic and demographic diversity, and all appointments are due by June 15, 2026. A judge named by the Chief Justice co-chairs the group, and members choose a second co-chair. Members serve without pay but can be reimbursed for expenses. The group gathers community input, studies voir dire time, questionnaires, juror rehabilitation, bench scripts, and training, and may recommend rule or law changes.

Public reports and Supreme Court response

The group must send a progress report by December 1, 2026, and the Judicial Department posts it online. The co-chairs set the due date for the final report, which must be posted within one week of receipt. If the group recommends rule changes, the Colorado Supreme Court must respond by June 15, 2027, and that response must be posted. This section repeals on July 1, 2027, ending the group’s duties.
