New wild horse plates carry extra costs

Colorado offers Wild Horse Plates beginning January 1, 2027, or earlier if the Department of Revenue can issue them. Eligible vehicles include motorcycles, passenger cars, trucks, and noncommercial or recreational vehicles weighing no more than 16,000 pounds empty. Initial applications received through June 30, 2028, require a $100 donation; beginning July 1, 2028, the donation is $50. Starting July 1, 2028, new or replacement plates also carry two one-time $25 fees. Renewals require a $50 donation each year, in addition to regular taxes and fees. Personalized plates are available with the usual extra application and annual renewal fees.

Plate money supports horses and state services

The law creates a Wild Horse Fund to support the Wild Horse Population Management Program. Before July 1, 2028, each plate sold sends $25 from that fund to vehicle services and $25 to highway funding. These transfers end July 1, 2028; separate $25 fees then support each account, leaving the $50 donation for wild horses. The Treasurer holds the fund outside the usual budget approval process and Colorado's constitutional tax and spending limits. The law's definition of gifts includes fund donations and voluntary state contributions, but excludes federal funds and payments from other governments. For budget year 2026–27, the law provides $152,611 from vehicle-services and license-plate accounts to implement the program. This includes $121,075 for plate orders and $31,536 for vehicle-system maintenance, staff, administration, and technology services.
