New accuracy checks for parole assessments

Colorado's Department of Corrections must create a team to check parole risk assessments, which guide supervision and needed services. By August 31, 2026, it must start reviews at every risk level, regular checks of assessors' work, and training. Starting January 2027, the department must report annually at its public oversight hearing, with no end date. Reports must show review totals, assessments with errors causing wrong supervision levels, findings, and steps taken to improve accuracy. The law takes effect at 12:01 a.m. after the 90-day period following the 2026 session's final adjournment, approximately August 12, 2026. A qualifying referendum petition delays the law's effective date until voter approval in November 2026.

Public access to parole assessment records

Colorado parole risk assessments and their related activity logs are criminal justice records open to public inspection. Health information must be removed before release. Agreements cannot block release of assessment information that Colorado's criminal justice records law makes available to the public. The definition changes apply to records requests made on or after the law's effective date, approximately August 12, 2026. A qualifying referendum petition delays that date until voter approval in November 2026.
