Dedicated redistricting money with transfer rules

The law creates separate congressional and state legislative redistricting accounts within the Legislative Department Cash Fund. Each holds money appropriated, transferred, or received for its type of redistricting. The matching independent commission and Legislative Council staff have ongoing authority to spend it only on that redistricting work. On June 30 of every year ending in 2, the Treasurer moves unused balances into the legislative cash fund. Any amount that exceeds the fund's limit goes to the General Fund instead.

Legislative money shifts to General Fund

Beginning with fiscal years starting July 1, 2025, all legislative cash fund interest and investment income goes to the General Fund. This includes earnings from both redistricting accounts. The Treasurer must also transfer $12 million from the legislative cash fund to the General Fund on June 30, 2026. That one-time transfer rule is repealed July 1, 2027. These changes move state money, not payments to households.

Legislative reserve gets an adjustable cap

Beginning July 1, 2025, the Legislative Department Cash Fund has an $8 million limit. Each later year's limit changes by the same percentage as total Legislative Department appropriations. Unspent or uncommitted General Fund appropriations enter the reserve after year-end, but only up to the limit. Any year-end balance above the limit goes to the General Fund. Redistricting account balances, gifts, grants, and donations do not count toward the limit.
