Fewer reviews of Colorado school reading programs

Starting in the 2026-27 school year, Colorado requires independent reading program reviews every two years instead of every year. Reviews assess reading growth from per-pupil intervention funds and early literacy grants. Local education providers still submit data each year. The Education Department must publish an annual data summary, including any department input on proposed program changes. The law also removes the required request for proposals to hire an independent evaluator. For the 2026-27 state budget year, it cuts $750,000 in State Education Fund money for early literacy external evaluation. No cut applies if that funding is absent or below $750,000. The cut requires the 2026-27 annual budget act to become law and starts on the later of the two laws’ effective dates. These changes do not directly change household benefits or payments.
