College credit cap includes retained teacher-preparation students

Beginning July 1, 2026, the nine-credit limit also applies to TREP students retained after grade 12. It covers students retained for extra instruction because they have not met local graduation requirements. They can take no more than nine total college credits in the covered gateway courses with supplemental academic instruction. This is not a cap on all high school students' college courses.

Colorado ends one student teacher-preparation program

Colorado phases out the Teacher Recruitment Education and Preparation (TREP) program. The education department cannot name new participants for 2026–27 or later fiscal years. Students designated in 2025–26 or earlier keep their designation during the transition. The program and its designation rules end July 1, 2027; enrollment does not reopen.

More students count toward school aid

Beginning July 1, 2026, Colorado counts TREP students in the affected at-risk supplemental school aid calculations. Districts and charter schools must still qualify for that aid. Removing the exclusion can increase the enrollment counted for aid. The law gives no per-student amount or total funding increase.

Temporary school funding for teacher-preparation students

For 2026–27, district funding uses $7,104 for each full-time-equivalent Teacher Recruitment Education and Preparation (TREP) participant. Only participants counted in the district's high school enrollment qualify for this formula. These funding rules end July 1, 2027. This money goes to districts, not directly to families.
