Colorado ends pay-for-success contract funding

The law ends Colorado’s Pay for Success Contracts program, fund, and account on July 1, 2026. On June 30, 2026, the State Treasurer must transfer all remaining money to the state’s General Fund. Until repeal, the Office of Economic Development administers contracts with lead contractors to deliver eligible programs. Payments and contract administration costs come from the fund and account, subject to annual approval by the legislature. Account spending is limited to programs authorized by law, including related contract administration costs for the Department of Human Services. Interest and investment income stay in the fund or account that earned them until the transfer. The law does not specify the transfer amount or which household services are affected.
