Colorado temporarily lowers state budget reserves

The law takes effect immediately, lowering Colorado’s General Fund reserve rate from 15% to 13% for budget years 2025–26 and 2026–27. The reserve equals that share of approved General Fund spending, minus an amount calculated by the state treasurer. That subtraction reflects the gap between $100 million and tax-credit sale proceeds credited to the Health Insurance Affordability Cash Fund. Starting in 2027–28, the rate returns to 15%, with the same subtraction. An additional $41.25 million is subtracted starting that year while escrow money for the University of Northern Colorado’s medical college remains unreleased. Lower reserves give the state more budget flexibility but leave less money set aside; the law creates no household payment.
