Adoption funds support lasting homes for children

Colorado updates its state treasury fund for excess federal foster care and adoption reimbursements remaining after required set-asides. State lawmakers approve spending from the fund each year for the state department. Beginning in state fiscal year 2026-27, and every year afterward, spending must follow federal adoption assistance requirements. Allowed uses include services that help children keep permanent homes and avoid entering or returning to foster care. The treasurer can invest unused money, with earnings credited to the fund. Unspent money not committed to expenses stays in the fund at year-end rather than moving to another fund. The law sets no funding amount and creates no direct household payment.
