Behavioral health safety net support shrinks

For state budget year 2026–27, the law cuts behavioral health safety net funding by $3.5 million. The cut includes $500,000 from the General Fund and $3 million from the Marijuana Tax Cash Fund. It applies only if that year's general budget act becomes law. No cut is required if that act provides no safety net funding or either fund's appropriation is below its listed cut. The Behavioral Health Administration also no longer must hire an outside group to help providers seeking safety net status.

Recovery and substance use grants end

Colorado ends recovery support grants and grants to build substance use treatment capacity in underserved communities. For state budget year 2026–27, related recovery support funding falls by $1.600805 million and staffing by one full-time-equivalent position. This adjustment applies only if that year's general budget act becomes law. If the program receives less than $1.600805 million, its funding falls to $0. No reduction is required if the budget act provides no money for the program.

Rural health vouchers lose guaranteed funding

Beginning in state budget year 2026–27, lawmakers may fund behavioral health care vouchers for rural and agricultural communities. They no longer must provide the previously required $50,000 each year. Funding depends on annual budget decisions, so voucher support is no longer guaranteed.

Dedicated high-risk families fund ends

On June 30, 2026, the state treasurer transfers the High-Risk Families Cash Fund's remaining available money to the General Fund. Only money that is unspent and uncommitted is transferred. The law ends the dedicated fund on July 1, 2026. It does not specify the amount transferred or which services are affected.
