Schools can redirect school-to-work payments

The law takes immediate effect and lets Colorado school districts redirect part of their monthly state school funding. Money goes directly to the Department of Labor and Employment to cover district costs for school-to-work alliance programs. Districts must send written instructions to the State Board of Education stating the amount and transfer month or months. Instructions are due by the fifth day of the first transfer month. The board must certify district payments and direct transfers to the State Treasurer each month. These transfers do not count as state fiscal year spending under Article X, Section 20 of Colorado’s Constitution. The law redirects existing funding; it adds no new appropriation or direct household benefit.
