Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Reentry services fund gains more reserve flexibility

The law exempts the reentry services for justice-involved individuals reinvestment cash fund from the general cash-fund reserve limits. This gives the fund more flexibility to hold unused money without those limits. The exemption does not set a new benefit amount for people receiving reentry services.

New reserve rules for health facility fees

Colorado’s health facility construction and inspection fund is exempt from the general annual reserve limit. After unused, uncommitted reserves exceed the maximum at three consecutive fiscal year-ends, the state division must lower the fee. The cut must bring that year’s reserves within the maximum; later increases cannot push projected reserves above it. Collected fees and interest fund the health facility construction and inspection program through yearly legislative approval. Money left over and not committed stays in this fund, rather than moving to the general fund or another fund.
