70/30 transportation funds and local match rules

Beginning July 1, 2026, money in the Multimodal Transportation and Mitigation Options Fund is split 70% for local projects and 30% for state projects selected by the State Multimodal Projects Commission. The Transportation Commission must use a formula for the local share based on population and transit ridership, with input from transportation advisory committees and transit, bicycle, and pedestrian advocacy groups. Local award recipients must provide a dollar-for-dollar match, but the Commission can reduce or waive it for small or special cases, or for a specific project if staff recommends it. Spending is subject to yearly approval by the General Assembly. Before July 1, 2026, the prior 85% local and 15% state split applies.
