Less employer funding for Colorado retiree healthcare

Beginning July 1, 2026, Colorado's Public Employees' Retirement Association (PERA) lowers the employer contribution share assigned to its healthcare fund. The share falls from 1.2% to 0.52% of member salaries. The fund also receives 30% of the amount tied to employer contribution rate cuts for overfunded division funds. Other funding includes portions of service-credit purchases, premiums paid directly or deducted from benefits, employer premium payments, and investment earnings. The law does not specify changes to members' premiums, eligibility, or benefit amounts.

Colorado public pensions get new funding rules

Beginning July 1, 2026, PERA divides annual July 1 direct distributions among division trust funds using actuarial calculations. This method aims to maximize the combined contribution amount and limit required funding adjustments where possible. Before that date, allocations follow each division's annual payroll, excluding the local government and Denver public schools divisions. The local government division continues to receive no allocation. Denver public schools remains excluded before July 1, 2030, but becomes eligible for allocations beginning that date.
