Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

More money for Colorado state construction

The law directs General Fund money into Colorado's Capital Construction Fund on three dates: July 1, 2024 ($162.778285 million); July 1, 2025 ($129.498033 million); and July 1, 2026 ($131.514555 million). It also transfers $500,000 from the General Fund exempt account on each date. These transfers occur as money becomes available in the source account during the relevant fiscal year. They are not appropriations and do not count toward the state's statutory appropriation limit. The money funds state construction, not direct household payments.

Dedicated funding for Colorado State Patrol records

On July 1, 2026, Colorado transfers $1.976782 million from the Motorcycle Operator Safety Training Fund and $587,318 from the Motor Carrier Safety Fund. Both transfers go into the Information Technology Capital Account. The money must fund a records utilization upgrade for the Colorado State Patrol. Both transfer provisions end July 1, 2027. This funds a state law-enforcement system, not direct household payments.

More funding for Colorado technology projects

The law directs General Fund money into the Information Technology Capital Account on three dates: July 1, 2024 ($70.811334 million); July 1, 2025 ($20.557433 million); and July 1, 2026 ($3.420943 million). These transfers depend on available General Fund money and are not appropriations subject to the state's statutory appropriation limit. On July 1, 2026, the Community Impact Cash Fund also transfers $1.748863 million into the account. That community-fund transfer provision ends July 1, 2027. This money supports state technology projects, not direct household payments.
