Colorado preschool shifts its funding sources

The law creates a Preschool Programs Cash Fund for universal preschool, run by Colorado’s Department of Early Childhood. For budget year 2026–27, it provides $10 million from this fund and cuts preschool’s General Fund support by $10 million. The cut does not apply when that year’s general budget gives the department less than $10 million or no appropriation. On June 30, 2027, the State Treasurer must move $10 million from the Tobacco Education Programs Fund to the preschool fund. That money originally came from the 2020 Tax Holding Fund. The transfer rule ends June 30, 2028. The law takes effect upon passage, but the two budget changes require the 2026–27 annual general appropriation act to become law. Those changes take effect on the later of the two acts’ effective dates.
