Budget policy calculations shared across branches

Before the Governor’s November 1 budget request, the Office of State Planning and Budgeting shares its common policy calculations with agencies across all branches. The director works with the Department of Personnel to provide this information. This helps agencies prepare consistent budget requests.

Judicial office files one combined budget

The judicial department’s Office of Administrative Services must file one combined base budget for its area. It includes base budget details from each included agency when those agencies provide them. The office also files one combined budget request that rolls up any amendments from included agencies when provided. These filings follow the state’s standard budget submission rules.

State agencies: base budgets due September 1

The law sets one definition for the state’s “base budget.” It counts last year’s approved spending plus later costs, savings, and fixes not already funded. By September 1, 2026, and every September 1 after, each state agency sends its base budget to the Joint Budget Committee and the Office of State Planning and Budgeting in a format they agree on with JBC staff. The judicial department’s Office of Administrative Services for independent agencies is treated as a state agency for these filings. “Included agencies” defined in law are not treated as state agencies and do not file under this process.
