Colorado expands testing-access protections to any person, business, or state or local agency offering covered exams or courses. Coverage includes applications, licensing, certification, and credentials for high school, further education, professions, or trades. Providers must offer accessible places and testing methods for people with disabilities, or provide another accessible arrangement. Existing duties to grant licensing-exam accommodations remain in place, along with their statutory eligibility conditions. The law takes effect at 12:01 a.m. after the 90-day period following the legislative session's final adjournment. That means August 12, 2026, if the session ends May 13, 2026. If a referendum petition is filed, voter approval at the November 2026 general election is required. In that case, the law takes effect when the governor officially declares the vote.
