Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Student data sharing for statewide online courses

When the Department asks, local education providers must give student ID numbers and other student-level data for students in the statewide supplemental online and blended program. The Department and the administering BOCES use this data to track outcomes and improve oversight. The law does not set an end date for this requirement.

Short extension for statewide online program

The Department may keep the current BOCES running the statewide supplemental online and blended program for up to two more years before a new five-year term. This extension authority ends July 1, 2028.

State study and data requests for online learning

The Department of Education must send a report to the Joint Budget Committee by November 1, 2026. It covers online schools, programs, and part-time enrichment, including models, student counts, delivery methods, contracts, results, and funding analysis. The Department can use existing data and collect more to support oversight and funding recommendations. Districts and other providers must give accurate survey answers, contracts, and financial records when asked. These reporting and data-request powers end July 1, 2027.
