New farm and ranch property-tax rules

Colorado changes which land qualifies as a farm or ranch for property taxes, without setting new tax rates. Farms must mainly produce agricultural products from the land, with earning money as the main purpose. Ranches must mainly graze livestock to earn money through a pasture-based operation. Livestock must have regular access to open pasture and get more than half their diet by grazing. Livestock includes domestic animals used for human or animal food, breeding, draft work, or profit. The changes apply to property tax years starting on or after January 1, 2027, subject to the referendum rule. A referendum petition filed within 90 days after final adjournment blocks the changes unless voters approve them in November 2026. With voter approval, the start date is January 1, 2027, or the governor’s declaration date, whichever is later.
