Schools must plan support for at-risk students

By July 1, 2027, Colorado charter schools and local school boards must adopt and implement policies supporting at-risk students. Boards cover district schools that are not charter schools. These ACCESS policies must direct resources and support to at-risk students and be posted publicly and promptly on school or district websites. Optional elements include community partnerships for health, legal services, and college access; student services based on assessed needs; and tutoring, after-school, and summer programs. Policies can also include teacher pay and retention strategies, culturally and linguistically inclusive family engagement, and the state's at-risk measure. An existing performance improvement, priority improvement, or turnaround plan meets the requirement if it directs resources and support to at-risk students. Schools or districts must post that qualifying plan online. The law takes effect immediately, but the policy deadline remains July 1, 2027; this provision specifies no funding or household payment amount.
