Funding and travel pay for commissioners
The law provides $500,000 from the General Fund for 2026–27 to the Legislative Department to run the commission. $28,314 goes to the General Assembly and $471,686 to the Legislative Council. Money can be spent through December 31, 2026, and unused funds return to the General Fund on January 1, 2027. Commission members get per diem and travel pay for 2026 interim meetings. This pay applies only to 2026 interim meetings and takes effect only if House Bill 26‑1331 becomes law, starting on the later effective date of the two laws.
Medicaid commission to plan 2026–2028 changes
The law creates a Commission on Medicaid in the Legislative Department. It starts meeting as soon as possible after May 13, 2026, at least six times and no more than twelve before December 11, 2026. The commission studies federal Medicaid changes in 2026, 2027, and 2028 using existing studies and audits. It reviews who qualifies and what benefits are covered, and it looks at access, quality, and equity for people with disabilities, rural residents, and other vulnerable groups. It also examines provider payment rates and Medicaid financing, including how to maximize federal funds. The commission must gather input from Medicaid members, disability advocates, providers, and community groups. It must deliver a final report with short- and long‑term recommendations by December 11, 2026. The commission ends on June 30, 2027.
Who serves and supports Medicaid commission
The commission has ten legislative members: the Joint Budget Committee members, the House and Senate Health and Human Services chairs, plus one Health and Human Services member named by each chamber’s minority leader. The commission picks a chair and vice‑chair. Vacancies must be filled by the proper authority within 10 business days; a JBC replacement need not be a JBC member, and chair replacements must be members of the Health and Human Services committee. Legislative Council staff must help the commission. The Director of Research issues a request for proposals, and the commission hires a technical advisor with health policy experience, knowledge of HCPF, no conflicts, and skills to run meetings and write reports. The commission may request data from HCPF or other state agencies, and agencies must provide it within existing resources.
