Residential treatment for county youth in managed care
Beginning July 1, 2027, residential treatment in QRTP and PRTF for members in county custody moves into the statewide managed care system. Managed care plans handle approvals, care coordination, and payment. This can change which providers are in-network and who approves care. The State follows statewide policies set by April 1, 2027. Members getting services before July 1, 2027 shift from fee-for-service into managed care under set timelines.
State plans transition and care rules
Beginning July 1, 2026, the State Department convenes a steering committee. It includes HCPF, Human Services, the Behavioral Health Administration, counties, providers, and managed care plans. The committee meets at least monthly through July 1, 2027. By April 1, 2027, the State sets statewide policies for the transition, including who decides care, authorization timelines, training, care coordination, discharge planning with at least six months of after-care, data and reporting, and cost impacts.
Medicaid law timing changes for transition
On July 1, 2026, subsection (5) of 25.5-5-202 is repealed. On July 1, 2027, subsection (2)(c) of 25.5-5-402 is repealed, changing managed care exclusions. These timing updates support the move of residential treatment into managed care. The law does not detail direct coverage changes in these sections.
