Faster release of police incident videos
For incidents with a misconduct complaint that did not cause a death, agencies release all unedited body-cam and dash-cam video and audio within 21 days of a request. If force causes a death, the public can get the recordings after the 21-day family notice period ends. The victim’s immediate family, or people they name, can get recordings showing the death after the internal, multi-agency, and any criminal case are complete. Agencies must try to find the family and offer the recording; family has 21 days to decline and gets at least 72 hours to review before any public release. People under 18 are treated as unable to decide unless emancipated. Victims also have a right, on request, to obtain incident recordings.
Stronger rules for deadly force investigations
Police, sheriffs, and district attorneys must keep and share protocols for multi-agency teams in shootings or deadly force cases, including another agency or the state bureau. Within 24 hours after the scene is cleared, the agency and team notify each known immediate family member, and any person the family names. The notice lists all agencies on the team and the status of the investigation. If no criminal charges are filed, the district attorney releases a written report with findings and posts it online or provides it on request.
Limits on police comments and briefings
Officers who take part in a deadly-force investigation cannot make public statements likely to harm a fair case. The law details what statements are usually prejudicial and what narrow facts may be shared. Any community or critical-incident briefing video must say it was edited; narration stays factual, and any blurring or changes are obvious or disclosed. The POST board can revoke an officer’s certification for violating the extrajudicial-statement rule, with notice and a hearing.
