4 provisions identified: 2 benefits, 1 costs, 1 mixed.
Connecticut must switch its child care subsidy program to a system that pays providers in advance by July 1, 2027. The system must follow federal law. This changes payment timing for providers serving families who receive subsidies. The provision specifies no new subsidy amounts or household eligibility rules.
Connecticut must create and maintain a web- and mobile-accessible child care portal by July 1, 2028. Families can use it to find openings, including free or subsidized care, locally and statewide. It must support referrals, enrollment, and applications for subsidies or other help. Providers can share openings and enrollment data, while the Office of Early Childhood manages payments and collects data. The office must arrange agency data links and seek input from families and programs.
Beginning July 1, 2025, licensed and license-exempt child care providers must meet expanded reporting rules to remain eligible for subsidy payments. Providers must report their business type and the names of their owners, officers, and directors. They must also identify the owners, officers, and directors of affiliates receiving program payments. Required records include identifying and contact details for providers and adults at the care location, including Social Security numbers. Providers must also report children served, children's doctors and insurers, immunization status, and required health screenings.
Beginning July 1, 2025, family child care homes licensed before June 30, 2025, can apply to serve up to 12 children. That total includes the licensee's own children. The state may approve up to 30 endorsements annually for fiscal years ending June 30, 2026, through June 30, 2029. Applicants must pass state inspection and approval, meet applicable regulations, and document local zoning, building, and health compliance. Homes need at least 35 square feet of usable indoor space and 75 square feet of outdoor space per child. They also need a current Fire Safety Code compliance certificate. An additional approved assistant or substitute must be present when more than nine children receive care. The commissioner can add health and safety conditions and suspend or revoke endorsements; all endorsements expire June 30, 2029.
