The law expands home improvement loan and grant pilots for single-family and multifamily homes beyond environmental justice communities and alliance districts. Eligible work includes energy savings, health and safety fixes needed for upgrades, flood protection, and heating or cooling replacement after extreme weather. Services that help residents access the program also qualify. But awards must benefit a low-income resident or someone who plans to live there. Income limits, adjusted for family size, are 60% of state median income, 80% of area median income, or another commissioner-approved low-income definition used by a federally funded state program.
Connecticut sets a statewide emissions target of 45% below 2001 levels by 2030. By 2040, statewide emissions must fall at least 65% below 2001 levels, including zero emissions from electricity supplied to Connecticut customers. The 2050 statewide target is net-zero, with direct and indirect emissions at least 80% below 2001 levels. State agencies together have separate goals: 45% below 2001 levels by 2030 and 70% below 2016 levels by 2040. Agencies also aim for only zero-carbon electricity by 2030 and net-zero emissions by 2050.
Open-space and watershed grants can now restore or protect natural features and habitats, or turn qualifying land into urban farms. The land must already belong to an eligible town or nonprofit land conservation group. Town-owned land must be in an environmental justice community. Nonprofit land must be in a distressed town, targeted investment community, or environmental justice community. These grants remain capped at 20% of total program grants each fiscal year.
The Secretary of the State must provide qualifying benefit corporations a voucher covering their full registration or renewal fee. Corporations must prove they meet legal benefit-corporation requirements or have certification from an organization the Secretary recognizes. The voucher equals the fee rather than a fixed dollar amount.
Beginning July 1, 2025, the commissioner can favor state aid applications involving major investments in zero-carbon energy or energy savings. Applicants in renewable energy, energy efficiency, zero-emission vehicles, and climate-sustainable farming can also receive preference. The preference is optional and does not guarantee funding.
