Beginning June 4, 2026, applicants seeking permission to use reclaimed materials as fill have more flexibility in their applications. They can submit required municipal zoning and other approvals or a reasonable estimate of when they will get them. Applications must also include proof of following the environmental justice process under section 22a-20a(b). This requirement applies even when the proposed fill site is outside an environmental justice community.
Beginning October 1, 2026, towns can require off-street parking for housing projects with 16 or fewer homes in designated districts. These conservation and traffic mitigation districts are limited to two per town, each covering at most 4% of town land. Developers can limit required parking by submitting a parking needs assessment that meets section 8-3n(c). Required parking then cannot exceed the lower of the assessment’s recommendation or the following limits: one space per studio or one-bedroom home and two per home with two or more bedrooms.
