New statewide one-day training for police
Beginning October 1, 2026, Connecticut requires a statewide, one-day police training program to improve officer retention and readiness. The Department of Emergency Services and Public Protection must consult the Police Officer Standards and Training Council. It must coordinate with an independent college or university with a West Haven campus to establish the program. Training must include expert instruction, practice scenarios, de-escalation skills and practical planning. It must be available online; officers do not have to attend at the West Haven campus. The commissioner must report on the program to legislative public safety and labor committees by January 1, 2028, and annually afterward.
Cash purchases can cost more or less
Beginning January 1, 2027, Connecticut merchants may round in-person retail cash purchase totals to the nearest five cents. Totals include all service and merchant fees and applicable taxes, minus discounts or deductions. Totals ending in 1, 2, 6 or 7 cents round down; those ending in 3, 4, 8 or 9 round up. Each eligible payment can rise or fall by up to two cents. Rounding does not apply to totals of four cents or less, or to checks, cards, electronic payments or other non-cash payments. Apart from this rounding exception, retailers must accept cash, cannot post cash-refusal signs and cannot charge cash customers more.
