Beginning July 1, 2025, the Board of Regents must keep covered public-college support programs running in fall 2025 and spring 2026. These include transitional college readiness, embedded remedial support, and intensive remedial support programs. Each program must have operated at that college in the matching semester of fall 2024 or spring 2025. This continuation requirement ends after spring 2026.
Beginning July 1, 2025, Connecticut’s Office of Higher Education must join a distance-learning agreement with other states. Once the agreement is in place, participating out-of-state colleges can offer distance-learning programs in Connecticut under shared rules. This can expand course choices for Connecticut students.
Beginning July 1, 2025, the commissioner cannot renew a private career school’s authorization without continuous enrollment during the previous two calendar years. When authorization expires, the school must follow state closure procedures. Separately, the commissioner may extend a school’s latest authorization for good cause. The extension limit rises from 60 to 90 days, with no extension allowed beyond 90 days. Extensions do not change the original certificate issuance date or any renewal date.
Beginning July 1, 2025, Connecticut requires a model school-college agreement by July 1, 2026, covering college-credit courses for grades 9–12. Colleges must also get National Alliance of Concurrent Enrollment Partnerships accreditation for concurrent courses taught at high schools. Existing courses must be accredited by July 1, 2028; new courses, within three years of starting. The Department of Education may approve written extensions. Beginning January 1, 2026, the department must notify parents of public school students in grades 8–11 about advanced and college-credit courses. The first notice is due February 1, 2026, with notices required annually afterward.
