Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Voters get help during early voting

Beginning October 1, 2025, voters needing help because of blindness, disability, or inability to read or write can bring an assistant. This includes entering the booth during early voting, as well as at polling places and same-day registration locations. Existing limits remain: assistants cannot be the voter's employer, an employer's agent, or a union officer or agent. Candidates on the ballot can assist only immediate family members.

State covers public campaign grant shortfalls

Beginning July 1, 2025, Connecticut must redirect specified tax revenue to cover shortfalls in required Citizens’ Election Fund deposits. During an election cycle, this also applies when the fund cannot cover grants for every qualified candidate committee. The added deposit must equal the shortfall; the law sets no fixed dollar amount.

Landowners must disclose possible open-space taxes

Beginning October 1, 2025, open-space classification applications must include a statement of possible tax liability. The land must appear as open space in a finally adopted plan. Owners must apply within 30 days before or after the assessment date. When a revaluation takes effect, the filing window extends to 90 days after that date. The disclosure itself does not change the tax owed.
