Effective June 30, 2025, Connecticut extends its personal risk insurance rate-filing rules until July 1, 2030. Qualifying rates filed with the Insurance Commissioner take effect on the filing date. Across all coverages in a filing, statewide rate increases or decreases cannot exceed 6% overall. Increases in any one territory cannot exceed 15%. Insurers generally can file only once every 12 months. Additional filings are allowed only when their combined effect with filings from the preceding 12 months stays within both caps. These caps do not limit changes to an individual policyholder’s premium. Residual market rates are excluded from this framework.
