Beginning July 8, 2025, some council-approved cannabis business sales or changes in ownership or control end reduced renewal fees. This applies during the three years after a final license is issued. It applies when the new owner is not another qualifying social equity applicant. The license loses social equity status on the council’s approval date and no longer qualifies for reduced renewal fees. The law does not state the fee increase.
The Social Equity Council must follow equity principles rather than the statutory equity definition. This change covers Social Equity and Innovation Account funding decisions and social equity plan standards. Licensed cannabis businesses must keep an active social equity plan while operating. Starting March 1, 2026, annual reports must describe the plan’s impact during the prior calendar year in the disproportionately impacted area where the business is located. The council can ask businesses to revise their plans after reviewing reports.
