Beginning October 1, 2025, the bureau must publish a public online directory of registered interpreters. It lists qualified work settings and special skills, including protactile, tactile, and non-English interpreting. Beginning July 1, 2025, the advisory board must refer complaints about interpreter qualifications or registration to two bodies. These are the state's designated protection and advocacy organization and the Interpreting Standards Board. These tools serve people who are deaf, deafblind, or hard of hearing.
Effective July 1, 2025, Connecticut creates a nine-member Interpreting Standards Board for services used by deaf, deafblind, and hard-of-hearing people. At least six appointments must reflect the state's geographic and racial diversity. The board sets interpreter education, training, certification, and service standards, promotes training opportunities, and reviews and reports substantiated complaints. Appointments are due October 1, 2025, and the first meeting is due November 1, 2025. The board must recommend standards, regulations, and legislation by January 1, 2027. Under requirements effective October 1, 2025, the commissioner must put interim rules based on board recommendations in place by March 1, 2027. Notice of planned regulations must follow within 20 days, with proposed regulations submitted to the legislative review committee within 12 months after notice. Interim rules remain valid until final regulations are adopted.
Beginning October 1, 2025, paid interpreters and people who interpret as part of their jobs must register each year. The bureau may require proof of training hours. The law covers protactile and tactile interpreting for deafblind people, plus non-English-based interpreting. Family and friends who interpret voluntarily at the person's request are exempt. A deafblind-interpreting exemption continues until new standards are adopted or a state or national protactile or tactile interpreting standard is established. Beginning July 1, 2025, interpreters and registration applicants with recognized national or state credentials can request board review. The board can recommend equivalent credentials or waivers lasting up to three years and identify qualified work settings. The commissioner decides whether to approve them; approved interpreters receive the registration exemption specified by law.
