Beginning October 1, 2025, Connecticut towns gain enforcement tools for hazardous unfinished work under site plan, subdivision, and inland wetlands approvals. The approval must remain active, and the business must have stopped required work that is unfinished or out of compliance. Officials must find that the business has no intent to resume within a reasonable time and that the condition threatens public health or safety. Zoning officers handle site plan and subdivision cases; wetlands agents handle wetlands cases, with zoning officers acting when no agent is appointed. Towns can also adopt ordinances listing covered approval violations, fine amounts, and the deadline for payment without contesting the citation. Fines cannot exceed $150 per day per violation and go to the town treasurer.
