Beginning October 1, 2025, towns can join Hartford County’s Metropolitan District, even without sharing a border with it. The district board must approve, and relevant special acts, town charters, ordinances, and regulations still apply. Each joining town gets one board member appointed by the Governor, who serves until a successor is appointed and qualified. Before approval, the district board can negotiate joining terms, including an added water service charge for a set period. After that period, the town’s water rates must match the rest of the district’s rates. West Hartford’s existing membership remains unchanged.
