3 provisions identified: 2 benefits, 1 costs, 0 mixed.
Beginning July 1, 2025, Connecticut condo developers can withdraw buyer deposits above 1% of the purchase price after construction starts. The contract must allow this use, and the buyer must state in the contract that they are an accredited investor. Withdrawn money can cover only actual construction, development, and design costs incurred after the buyer’s cancellation period ends. It cannot pay salaries, commissions, real estate licensee expenses, or advertising. This exposes eligible buyers’ deposits to project spending before closing.
Beginning July 1, 2025, Connecticut condo contracts allowing deposit use must carry a bold warning about spending before closing. The warning must appear on the first page and immediately above the buyer’s signature. It must explain that payments above 1% of the purchase price may fund construction, development, and design costs. The public offering statement must say whether deposits stay in escrow with a refund after a qualifying cancellation, or may be withdrawn for authorized uses.
Beginning July 1, 2025, Connecticut landlords must give occupants a copy of their rental account records upon request. The records must show charges, payments, and any balance owed or surplus paid. This lets renters check their accounts, but does not change rent or require a payment to them.
