4 provisions identified: 2 benefits, 1 costs, 1 mixed.
Beginning October 1, 2025, conviction rules change for Connecticut pistol permits and pistol and long-gun eligibility certificates. For listed Connecticut misdemeanors, the lookback drops from 20 years to eight years. Listed offenses include violent, threatening, riot-related and drug crimes; pistol rules also include specified family-violence misdemeanors. Qualifying misdemeanors from other states, federal, tribal or military courts, or foreign jurisdictions also disqualify applicants for eight years. These must reasonably match the law's listed crimes. The specified drug-possession category excludes less than four ounces of cannabis, less than one-half ounce of psilocybin, and nicotine.
Beginning October 1, 2025, intentional gunfire for lawful self-defense or lawful defense of another person has explicit protections. It is exempt from the class C misdemeanor covering dangerous firearm discharges. That offense covers intentional, negligent or careless gunfire likely to cause injury, death or wanton property destruction. The wildlife commissioner also cannot issue rules or orders that prohibit, or could be read to prohibit, lawful intentional defensive gunfire.
For civil cases filed on or after October 1, 2025, people harmed in Connecticut by firearm industry violations can sue. They can file in Superior Court where the alleged act, failure to act or harm occurred. Connecticut municipalities and the Attorney General can also sue; municipalities must act through their chief legal officer. Courts may order violations stopped, compensatory or punitive damages, restitution, court costs, reasonable attorney's fees or other appropriate relief. People and municipalities filing suit must notify the Attorney General within 30 days after filing.
Beginning October 1, 2025, firearm industry members must establish, use and enforce safety controls for products destined for Connecticut. These cover guns, ammunition, magazines, unfinished frames or lower receivers, and firearm enhancement devices. Controls must address illegal or dangerous sales, illegal weapon conversions and compliance with specified state laws. Members cannot supply another industry member when they have reasonable cause to believe it violates these duties. They also cannot knowingly market products to promote unlawful sales, unlawful use or unreasonable public-safety risks, or knowingly violate applicable laws. These requirements apply to civil cases filed on or after October 1, 2025.
