Bill Overview

Analyzed Economic Effects

6 provisions identified: 3 benefits, 3 costs, 0 mixed.

Tribal police expand carry permit access

Beginning October 1, 2025, eligible tribal police units in Connecticut handle temporary handgun carry permit applications. They must provide forms immediately for in-person requests and within one week for other requests. They must notify applicants of approval or denial within eight weeks after receiving a sufficient application. If forms are late, the request itself counts as a sufficient application.

Gun sellers gain electronic permit checks

Beginning October 1, 2025, firearm sellers and others transferring guns can check the state's permit database electronically or by phone. The database shows whether covered firearm permits and eligibility certificates are valid, suspended, or revoked.

Security firearm transfers bypass purchase limits

Beginning October 1, 2025, qualifying firearm transfers do not count toward a recipient's 30-day transfer authorization limit. Eligible recipients are defense contractors, nuclear-powered submarine makers, aerospace companies, and nuclear power generating facilities. Transfers must follow a federal agency agreement or applicable federal regulations. They must support armed-security training or providing or maintaining an armed security force.

Long gun sellers face reporting deadlines

Beginning October 1, 2025, long gun sellers and other transferors must send transfer forms within 24 hours. Copies must go to Connecticut's Department of Emergency Services and Public Protection and the buyer's local permitting authority. If the buyer's permanent home is within a federally recognized Connecticut tribe's jurisdiction, its police chief may receive the local copy instead. Transferors must keep a copy for at least five years.

Gun retailers face local enforcement orders

Beginning October 1, 2025, local permitting authorities can issue violation notices when probable cause shows specified gun retailer duties were broken. If retailers fail to fix violations within the required time, authorities can order them to stop sales. Continuing violations can bring civil penalties of up to $100 per day. Local authorities also receive specified transfer eligibility notices and transaction receipts tied to residents.

Gun show promoters must give notice

Beginning October 1, 2025, gun show promoters must notify the show's municipal permitting authority at least 30 days before it begins. The notice must include the show's date, time, length, and location.
