Beginning June 23, 2025, Connecticut’s Office of Higher Education pays refunds and stipends to qualifying former Stone Academy practical nursing students. Refunds cover students enrolled between November 1, 2021, and February 28, 2023, who did not graduate. A completed course or unit must have violated applicable education laws or rules and not been accepted for transfer credit. Applicants cannot have already received a tuition refund for that course or unit. They also cannot have participated in a teach-out, which helps students finish their program after a school closes. They cannot have taken a qualifying proctored comprehensive predictor exam on or after June 23, 2025. This exam measures readiness for the practical nurse licensing exam and must be administered by an institution the office identifies. Apply by June 30, 2026; approved refunds cannot exceed tuition paid for the qualifying course or unit. Refund recipients lose access to teach-outs and proctored comprehensive predictor exams. Separately, graduates who graduated during the same period receive stipends if they have taken or passed the practical nurse licensing exam. They must also meet requirements set by the office’s executive director, who sets stipend amounts. All stipends together cannot exceed $150,000; this is not a per-person cap. Both payments come from the private career school student protection account. The state can pursue Stone Academy or its owners for payments, administrative costs, and reasonable, necessary recovery expenses. Money recovered must replenish the account up to the payments and administrative costs, without limiting the state’s other legal remedies.
