Katie Beckett coverage ends at 18

Beginning July 1, 2025, Connecticut limits Katie Beckett Medicaid waiver eligibility to age 18 or younger, down from 21. The program provides care at home or in the community for people in institutions or at risk of entering one. Applicants must have a physical disability and meet the waiver’s financial rules. They may also have a developmental disability. The Department of Social Services runs the program within available state funding.

Clearer waiver information for Connecticut families

By January 1, 2026, Connecticut’s Department of Social Services must post Katie Beckett waiver services and eligibility rules online. This includes income and asset limits, family support contacts, and other Medicaid options for children and young adults. The website must list possible funding for home changes and adaptive equipment, with state equipment-purchase and assistive-technology loan links. Medicaid provider bulletins must also list waiver eligibility rules and provider payment rates. Each year, the department must survey waiting-list applicants by email or mail to update personal details or leave the list. Applicants who do not reply stay on the list. The law also requires a five-year plan to end the waiting list and add home-modification coverage. By October 1, 2026, the department must report to legislative budget and human services committees, including recommended state funding. The plan itself does not guarantee enrollment or new coverage.
