Beginning July 1, 2025, Connecticut and local governments must exclude certain ABLE disability savings when checking eligibility for means-tested assistance. The protection covers account funds, contributions, and withdrawals used for qualified disability expenses. It applies only as far as federal law allows.
Beginning July 1, 2025, eligible Connecticut public colleges cannot count ABLE account money as an asset for need-based institutional grants. This can help students with disability savings qualify for aid from their school. Other grant requirements still apply, and the law sets no grant amount.
Beginning July 1, 2025, the Department of Motor Vehicles takes over Connecticut's disability driver evaluation and training unit. It serves residents with serious physical or mental disabilities who can operate a vehicle but need special equipment. Residents must also be unable to get instruction through another program. The DMV commissioner can permit people whose licenses were withdrawn for a qualifying condition to drive with unit staff. Staff have motor vehicle inspector authority and legal immunities while evaluating, teaching, or examining participants.
Beginning July 1, 2025, Connecticut aligns ABLE savings eligibility and qualified disability expenses with federal law. Beneficiaries and helpers who meet federal requirements and have state program approval can sign account agreements. Connecticut also pledges to protect established legal and contract rights of beneficiaries, authorized helpers, and trust contractors until trust obligations are met. The Treasurer can use trust money to pay fees for administering individual accounts. The law sets no fee amount and does not guarantee lower account charges.
Beginning July 1, 2025, Connecticut ends the special licensing certification route for graduates of its disability driver training program. DMV can no longer accept the former agency certification instead of the driving-skills test. It also cannot use that certification process to issue a restricted license. The training unit itself remains.
