Starting July 1, 2025, the Connecticut Higher Education Supplemental Loan Authority must establish the High-Value Certificate Loan Program, subject to available funding. By September 1, 2025, the Chief Workforce Officer must review state-approved paramedic certificate programs for high-value status. Paramedic programs approved by the Commissioner of Public Health and designated high-value are included in the loan program. Students enrolled in qualifying programs may receive loans from the authority if they are eligible for education loans. The law sets no specific funding level, loan amounts, or loan terms.
Starting July 1, 2025, Connecticut's Office of Workforce Strategy must identify multiple public or private financial aid sources for paramedic students. This covers each certificate program approved by the Commissioner of Public Health. By October 1, 2025, and annually afterward, the office must post the list online and send it to programs. Programs must share the list with students. The information helps students find aid but does not change who qualifies.
